The Capital Development Authority (CDA) periodically publishes the status of housing societies within Islamabad. Some projects hold a full No Objection Certificate (NOC); others have only had their Layout Plan (LOP) approved and are still awaiting an NOC. This article summarises the societies listed as NOC-approved when it was first published.
Why NOC and layout plan approval matter
An approved layout plan confirms that the authority has accepted the society’s planned land use. An NOC is the authority’s formal no-objection to the scheme itself. Societies with layout plan approval only were excluded from this list.

Notes on individual societies
Park View City
Park View City Islamabad received its CDA NOC on 2 May 2014 for 1,067.90 Kanal and 579 residential and commercial plots. The original article notes there were issues with its layout plan, and that the Supreme Court of Pakistan suspended the cancellation letter. Buyers should confirm the current position with CDA.
Multi Gardens
Both phases of Multi Gardens appear on the list. Phase-I covers 7,673 Kanal with 4,670 plots, and Phase-II covers 4,480 Kanal with 5,472 plots. See our Multi Gardens B-17 project page for more detail.
Gulberg Greens and Gulberg Residencia
Gulberg Greens Farm Housing Scheme and Gulberg Residencia (IBECHS Phase-III) are separate schemes, each with revised NOCs issued in 2020 after their layout plans were extended in 2018. See the Gulberg Greens project page.
Naval Anchorage and Paradise City
Naval Anchorage is located at Mouza Sihala Khurd and Gangota, off Islamabad Highway on Japan Road. Paradise City sits in Sectors F-16, F-17 and G-17; its NOC was issued under registration number CDA/PLW/HS(90)/PC/2019/P-II/145.
How to verify a society’s status
- Check the latest list published by the relevant authority — CDA for Islamabad, RDA for Rawalpindi.
- Ask the developer for a copy of the NOC and layout plan approval letter and match the reference numbers with the authority.
- Confirm that the specific block or phase you are buying in falls within the approved area — approvals often cover only part of a project.
