Overview
Capital Smart City is a large development on the Lahore–Islamabad Motorway (M-2) in the Rawalpindi area, close to New Islamabad International Airport. Billed as Pakistan’s first smart city, it offers residential and commercial plots, Smart Villas, villa apartments and farmhouses across several blocks.
The project is a collaboration between Future Development Holdings (Pvt) Ltd (FDHL) and Habib Rafiq (Pvt) Ltd, a contractor involved in developing Bahria Town and DHA. The master plan was prepared by Singapore-based consultancy Surbana Jurong.
The site lies on the eastern CPEC route and is reached from the M-2 via Main Chakri Road, about 9.2 km from the M-2 toll plaza near Thalian. Access via Rawalpindi Ring Road and a dedicated motorway interchange is planned. Nearby landmarks include Blue World City, Eighteen Islamabad and Al Mairaj Housing Scheme.
The site covers 55,000 Kanal, organised into districts such as Gate Precinct, Aviation District, Crystal Lake, Financial Square, the Overseas Blocks, and the Healthcare and Education Districts. Planned features include a Bus Rapid Transit system, an 18-hole golf course, smart traffic management, smart street lighting and CCTV monitoring.
Category plots (corner, park-facing, main boulevard) carry additional charges. Published plans run over 3.5 years with a down payment, confirmation, 42 monthly and 7 half-yearly installments, and the lowest published price is PKR 1,789,000 for a 3.5 Marla Harmony Park plot.
Project milestones on record include an amusement park MOU with Freij Entertainment International in October 2019, the acquisition of more than 5,570 Kanal of expansion land by November 2019, and the first e-balloting in December 2019.
According to the legacy page, the project received an NOC from the Rawalpindi Development Authority (RDA), while an NOC for the revised plan covering its additional land was still awaited. Verify the current status before booking, and contact EFS Marketing for verified details or a site visit.

By 21 November 2019, more than 5,570 Kanal of expansion land had been acquired along Chakri Road and the River Sill (as named on the legacy page).

The first e-balloting took place on 21 December 2019 for eligible plots in Executive Block 1 and Overseas Block 1.
