Booking a residential or commercial plot in a housing society is a long-term commitment. There are many societies across Rawalpindi, Islamabad, Lahore, Peshawar and other cities, and they vary widely in legal status, accessibility, pricing and delivery.

Few societies score well on every point, but checking these five features will help you narrow the field and avoid the most common problems.

  1. NOC (No Objection Certificate)
  2. Location and access
  3. Price and payment plan
  4. Developer track record
  5. Facilities and amenities

NOC status

Start by confirming that the society holds an NOC from the relevant authority. Approved societies are more likely to proceed with development as planned, and approval protects you from many of the legal risks associated with unapproved schemes.

Which authority you check depends on where the society is located:

LocationApproving authorityWhere to check
IslamabadCapital Development Authority (CDA)cda.gov.pk
RawalpindiRawalpindi Development Authority (RDA)rda.gop.pk
Elsewhere in Punjab (PHATA jurisdiction)Punjab Housing and Town Planning Agency (PHATA)phata.punjab.gov.pk
LahoreLahore Development Authority (LDA)lda.gop.pk
PeshawarPeshawar Development Authority (PDA)pda.gkp.pk

The original article cited Kingdom Valley Islamabad, Capital Smart City, Lahore Smart City, Park View City, Bahria Town, New City Paradise and DHA as examples of approved societies. Approval status can change, so verify each one yourself. Our lists of CDA NOC-approved societies and PHATA-approved societies are a useful starting point.

Location and access

After legal status, location matters most. Some approved societies are remote and difficult to reach, which affects both daily life and resale demand. Look for projects with direct access to major roads.

  • Capital Smart City has a dedicated interchange on the M-2 Lahore–Islamabad Motorway.
  • Park View City sits at the foot of the Margalla Hills with direct access from Kashmir Highway.
  • New City Paradise is on Main GT Road, right next to Burhan Interchange on the M-1 Peshawar–Islamabad Motorway.

Price and payment plan

Choose a plot you can comfortably afford. If the installments stretch your budget, falling behind on payments later can create serious problems. Read the full payment plan — down payment, installment amounts and any other charges — before you commit.

At the time of writing, Kingdom Valley was positioned as a low-cost society with manageable monthly installments. Other societies offering plots at comparatively low rates included Blue World City, New City Paradise, New Metro City, Silver City and Rudn Enclave. Prices change — request the current plan.

Developer track record

The developer largely determines whether a society is delivered as promised. Before booking, look at the developer’s previous projects: were they completed, and do residents live there today?

The original article highlighted HRL and FDHL — the developers behind Lahore Smart City and Capital Smart City — as established names. Whichever developer you consider, review their record independently.

Facilities and amenities

A society that offers every facility may be beyond your budget. If so, prioritise the essentials: water, gas and electricity, schools and colleges, health centres, and security. Luxury amenities matter less than reliable utilities and services.

Societies the original article cited for offering both basic and premium facilities included Kingdom Valley Islamabad, Blue World City, Capital Smart City, Lahore Smart City, Rudn Enclave, Park View City, Eighteen Islamabad, Silver City, New Metro City, Bahria Town and DHA.

Frequently asked questions

Societies in Islamabad are approved by the Capital Development Authority (CDA) and those in Rawalpindi by the Rawalpindi Development Authority (RDA). Some societies in Punjab are approved by PHATA.
