The Punjab Housing and Town Planning Agency (PHATA) issues NOCs to housing societies that fall within its jurisdiction across Punjab. Many smaller and affordable schemes in districts such as Rawalpindi, Attock, Gujranwala, Kasur and Multan are approved through PHATA rather than a city development authority.
Below is the list of PHATA-approved societies as it stood when this article was first published, with each society’s location, approved land and number of plots where stated.

Notes on selected societies
Kingdom Valley
According to the August 2023 list, Kingdom Valley Islamabad, near Chakri Interchange, held PHATA approval for 103 Kanal covering 173 plots, of which 48 were under the Naya Pakistan Housing Scheme. Nova City
Nova City in Mouza Fateh Jang, Attock, was listed with NOC approval for 970.49 Kanal and 1,317 plots.
New City Paradise
New City Paradise, on Main GT Road near Burhan Interchange, had the largest approved area on the list at 4,251 Kanal, with 4,271 plots.
How to check a society’s legal status
- Identify which authority covers the society’s location — PHATA, RDA, CDA, LDA or PDA.
- Search the authority’s official website for the society’s current approval status.
- Compare the approved land area with the size of the project being marketed.
- Ask the developer for the NOC letter and confirm your block or phase is covered.
