When comparing them, focus on three things: the payment plan, the approval (NOC) status and the location.

Capital Smart City
Capital Smart City is marketed as Pakistan’s first smart city. Its facilities include smart schools, hospitals, water resources, parks and playgrounds, gated communities and commercial hubs. Prices vary by block; in the Executive Block a 10 Marla plot was listed at PKR 5,200,000, with a PKR 520,000 down payment and the balance in monthly installments.
Rudn Enclave
Rudn Enclave is on Adyala Road, close to the Rawalpindi Ring Road, away from the city’s congestion. Planned facilities include water resources, health and education facilities, a gated community with security and surveillance, and 24-hour electricity.
A 10 Marla plot in Rudn Enclave Executive was listed at PKR 2,900,000, with a PKR 580,000 down payment and monthly installments of PKR 42,291. Verify the society’s approval status before booking.
Kingdom Valley Islamabad
Kingdom Valley Islamabad is near the M-2 Motorway and around five minutes from the Rawalpindi Ring Road. The source states that it received approval from the Punjab Housing and Town Planning Agency (PHATA) under registration number DRG/PHATA/2176-2021 and that it is linked with the Naya Pakistan Housing Scheme. Its payment plan is aimed at salaried buyers: a 10 Marla plot was listed at PKR 2,150,000, with a PKR 215,000 down payment and monthly installments of PKR 22,000.
Blue World City
Blue World City lies between Thalian and Chakri Interchanges and is promoted as Pakistan’s first tourist city, with replicas of well-known world landmarks. It also offers villas and farmhouses.
